However, he has not considered the catch word, which is “needy.” He contradicts himself in the manner he answered this Question. First, he is in agreement that these funds are not adequate. He goes ahead to say that he is able to support the needy students. Does he know that in the category of “needy,” we have orphans who have no parents to cost-share with the Government?"
