    "content": "I will now turn to the implementation of the new Constitution. The implementation of the new Constitution goes beyond enacting laws and establishing constitutional commissions. It involves living in the new Constitution both in words and deeds by all citizens. The people of Kenya, state officers and state organs must all practice constitutionalism through the respect of the rule of law and our values and principles by obeying our laws. Members will recall that Schedule 5 of our Constitution gives various statutes and their timeframe for their enactment. Chapter 15 of our Constitution establishes various constitutional commissions and independent offices."
