    "content": "It is, however, further important to observe that a Statute Law (Miscellaneous Amendments) Bill is a Bill like any other and the constitutional right of public participation in the legislative process is not taken away by the form in which statutory amendments are proposed. The publication period of such a Bill is the same and it is referred to a departmental Committee in the same manner as any other Bill. The public is free and is encouraged to engage the Committee and the House as a whole in the same manner as with other Bills. For the convenience of the House, this Bill has traditionally been referred to the Departmental Committee on Justice and Legal Affairs. Its miscellaneous nature notwithstanding, there is, of course, no bar to any Member of this House attending the meetings of this Committee in its consideration of any aspect of the Bill."
