    "content": "Mr. Speaker, Sir, the CLE shall, in consultation with the Commission for Higher Education (CHE), make regulations for persons seeking to enrol in legal education. Those programmes will then be controlled, regularised and standardised. The CLE will also establish criteria and mechanisms for monitoring and valuation of foreign institutions offering legal education. Apart from setting standards, the CLE will also ensure that all those who have trained outside Kenya are also evaluated to ensure that foreign legal institutions do not give us half-baked lawyers. Those lawyers who come from foreign institutions can only come to our law schools through a proper evaluation process that will ensure that we maintain standards, nationally and internationally. Mr. Speaker, Sir, these are some of the functions that the CLE will be playing. We have a history of people who have probably failed exams in this country and gone to foreign institutions and come back to become lawyers."
