    "content": "(b) I am aware that on 7th March, 2012 a councillor led a group of people, including school children, in a demonstration outside the Igembe North District Commissioner’s office. The group was alleging increased insecurity within Mutuati Area. The District Commissioner (DC) addressed them and promised to hold a public baraza in two days time. The demonstrators thereafter dispersed peacefully. The DC, later on, held a public baraza in that area within Amuati Sub-location and assured them of Government protection."
