Mr. Deputy Speaker, Sir, the final part of the Question was, what measures the Kenyan Government is taking to ensure that Kenyans living in the United Arab Emirates and Saudi Arabia do not experience the same treatment. Without making the whole story very long, we have come up with strategies and measures to make sure that we engage all the stakeholders in this sector to make sure that we can provide the safety and security that our people require when they are looking for employment abroad. As many hon. Members in this House may be aware, right now we have about 40,000 people working around the United Arab Emirates area. Many of them are working as domestic help while others are working as professionals. It is important to note that a number of Kenyans who are working in this area have been in touch with us and they have given us a blue print on what they think needs to be done. We have decided, as a Ministry, to provide an oversight team which will come up with a formulated and implementable strategy on labour migration so that we can try and harmonize, co-ordinate and have an institutionalized framework so that these cases do not keep appearing. We have already made a request to all the agents who are recruiting Kenyans who are going for employment abroad. These agents are now being vetted by the Police Department, the CID, the Ministry of Foreign Affairs and the Ministry of Labour. We have made sure that they give us the necessary guarantees, either through insurance or financial guarantees, to make sure that if they recruit a Kenyan and this individual travels to go and work and there is a problem, we are able to have something we can hold on to. We are also in the process of coming up with a fast tracked bilateral and multilateral agreement with different countries and with different stakeholders so that Kenyans can be in a position whereby when they travel abroad to go and work, they will be guaranteed that their human rights and labour rights are not violated.
