"content": "management, administration, staffing, curriculum and departments among others and potentiality of certain areas in terms of population and proximity to justify the need for the establishment of the school. Then the DEO requests the District Public Health Officer to compile a report on the sanitation conditions at the institution. The DEO presents both reports to the DEB for deliberation and recommendation for registration. The principal fills and signs the application form provided by the Ministry detailing particulars including the name, location, address and type of school, management, sponsorship, types and numbers of classrooms at the school. The District Education Officer (DEO) forwards to the Ministry Headquarters the following set of documents; application form duly filled and endorsed by the DEO, DEB minutes approving the school for registration, recent and not more than six months quality assurance report, recent and not more than six months health and sanitation report from the District Public Health Office and the school site plan. At the Ministry Headquarters, the following procedure is followed. A school file is opened and the school pays an application fee of Kshs1,000 and a brief of the school is prepared. If the documents are found to be in order, a recommendation is made to the Director for registration of the institution. The Director approves the registration and the certificate is prepared and forwarded through the DEO for onward transmission to the school. (b) The duration that the Ministry takes to register a public secondary school depends on the fulfillment of the requirements that I have detailed above. According to the Service Charter of the Ministry, we have committed ourselves to register a school within a maximum of 21 days after receipt of the documents at the headquarters. Otherwise, applications for registering a school are processed and concluded in a matter of hours when all these documents are provided and are in order. (c) I am not aware of any red tape in the registration of schools that needs to be reduced."
