But even before then - because we have elections in 2013, especially given some of the financial challenges we are seeing within the Independent Electoral and Boundaries Commission (IEBC) and this has been a cost effective election - perhaps there might be lessons and we would propose a session between your office and the IEBC on how to run cost effective elections. They were very complex but we managed to go through clustering, then parties and eventually we have selected nine people comprising the region, the gender and all those things within one single sitting. It is all partly because of the process that was put in place and the management of the elections. I want to congratulate your team and to offer, on behalf of this House, your services to the IEBC. Perhaps we could second the Clerk’s Office to the IEBC to help build their capacity to hold the elections that we need next year on a very serious note because the lessons have been learnt on what to do in a complex situation. We only changed the rules within the last month; we have been able to educate hon. Members on the rule. Hon. Members have managed to get an output that would have taken days and even when we were looking at it as the House Business Committee, the reason we started in the morning, was that we were envisaging that we might even have had to sit for several days to get that combination but we managed to do it. So, from the bottom of my heart, I want to record those thanks."
