    "content": "Hon. Members will recall that the Government has been implementing reforms in the Police Force since 2004. It is important to note that many of the reform initiatives implemented in 2004 focused on administrative and operational reforms at the expense of institutional, policy and legislative reforms which are critical in transforming the police force into a modern, professional and efficient security service that can inspire public confidence and trust in its customers, mainly the public, which is an important prerequisite for the rapid socio-economic development as envisaged in Vision 2030."
