    "content": "Mr. Temporary Deputy Speaker, Sir, the National Police Service Bill, which is before the House, has been subjected to wide and intensive public consultations, and validation by a wide spectrum of stakeholders; it has benefited immensely from professional input from both local and foreign experts in order to embrace the best practices in policing. The Bill also benefited from valuable input by the Parliamentary Committees on Justice and Legal Affairs, Administration and National Security and the Constitutional Implementation Oversight Committee during a workshop held in Mombasa on 19th November, 2010. In essence, what I am conveying here is that this Bill has gone through very many steps for purposes of validation. Members of several Committees of this House have had the opportunity to check these Bills. That was as far back as 19th November, 2010."
