"content": "Mr. Temporary Deputy Speaker, Sir, with your permission, I wish to briefly highlight the contents of the National Police Service Bill, 2011. I will go part by part. Part one relates to the preliminary provisions of the Bill. It names the proposed Act and defines words and expressions used in the Bill, among others. Part II of the Bill relates to the composition, functions, powers, and funding of the Police Service. It further provides for the qualifications for appointment, procedures of appointment and removal of the Inspector-General and the Deputy Inspector-General. I just want to refer to a few clauses, because I do not intend to exhaust all of them now; I am sure hon. Members will wish to refer to them later."
