"content": "Mr. Temporary Deputy Speaker, Sir, Clause 5 asserts the gender, ethnic and regional balance in tandem with the requirements of the Constitution. Clause 7 requires serving officers to undergo vetting to assess suitability and competence. Then Clauses 9, 12, 13, 14, 15 and 17 set out the procedure for appointment and removal of the Inspector- General and the Deputy Inspector General. Clause 10 sets out the functions and powers of the Inspector General. Clause 11 sets out the qualifications/disqualifications of the Inspector General and the Deputy Inspector General. That is not all exhaustive as far as Part II is concerned. I decided that I should only highlight some of the stringent features. I am sure as Members go through the Bill, they will find some other clauses which will be of great interest to them."
