    "content": "Mr. Temporary Deputy Speaker, Sir, again, allow me to refer to the Fifth Schedule, under Clause 59, which is Arrest and Detention Rules, which is critical. You will find a woman who has been molested or beaten up by her husband in some parts of this country and even in the City; when she calls the police, she is told called that; that is a “dome.” We want to make sure that the arrest and detention rules are understood by this House, as it passes this law. Therefore, the Schedule says:- “In the performance of the functions and exercise of the powers of arrest and detention set out in the Constitution and in this Act or any other law, a police officer shall carry out an arrest and detention only as provided for in the law.”"
