    "content": "I know that there are many other contributions that will be made but one of the things that I wanted to mention is the direct funding and the sub-autonomy that has been given to the Directorate of Criminal Investigation Department (CID). I think this is a very good way of ensuring that they operate independently and they source their resources from the centre rather than waiting to be told that no funds are available. At the end of the day, I think that one of the features that would make these forces efficient and effective are the tools of work that they will be given in terms of vehicles to transport the officers to areas of need and distress. Without the transportation element and communication channels, it may be difficult to perform. We may have a very good police force which will be rendered ineffective because they lack the necessary facilities. I hope that when it comes to resource allocation, they will be accorded priorities just like when, later on, I will come to teachers, I hope that they will also be accorded top priority."
