    "content": "Mr. Temporary Deputy Speaker, Sir, there are two key Bills which I want to request the Assistant Minister to address himself to because these two Bills have already been overtaken by events. These are the Bills that give effect to Section 217 of the Constitution in respect of the criteria of allocating funds to the counties; that is, the Division of Revenue Allocation Bill and the County Allocation Revenue Bill. These two Bills are the ones that the Commission on Revenue Allocation (CRA) will rely on to give a criteria on how one county should get more money than another one."
