"content": "On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Assistant Minister in order to mislead this House? Teachers within Ndaragwa Constituency were put under the category of hardship allowance back in 2009. To date, they have not been paid. So, if it is a question of the communication being made to the Ministry, that was done by the Minister himself, hon. Otieno, in 2009. To date, they have not been paid. They even have a judgement from the court. Is he in order to mislead this House that they cannot do anything until they have been advised while they were advised in 2009 in the case of Ndaragwa and they have not done anything?"
