    "content": "On a point of order, Mr. Temporary Deputy Speaker, Sir. I can see that the Assistant Minister is getting vexed that this issue be taken to another Ministry. This is not the first time that the Ministry of Education has demonstrated inability to deal with the issues of teachers falling under it. This is just one example. The other example is the inability of the Ministry to deal with the issue of enhancing house allowance for teachers in the municipalities of Kisumu and Mombasa as it appears in the new Act. Is it in order for him to keep on telling the House that these issues that are relevant to his Ministry should be taken to another Ministry?"
