Is it in order for the Minister for Forestry and Wildlife, Dr. Noah Wekesa, to sit next to Prof. Olweny and keep smiling while he knows that this is a problem that cuts across the country? He visited my constituency recently. Ndaragwa Headquarters are within the forest area and there are institutions within the forest in Ndaragwa Constituency. The Minister is aware of this fact. Is it in order for him to deny the necessary assistance to his colleague, who has been labouring to answer questions in this House?"
