    "content": " Mr. Temporary Deputy Speaker, Sir, thank you for allowing us to continue despite some intimidation from some quotas here. I rise to support this Bill for four reasons. The Constitution of this great Republic regarding the fundamental rights and freedoms, perhaps the most fundamental right is the right to life. The Member of the National Assembly is elected to represent people. You can imagine one fateful morning in 2009 when several dozen Kenyans died in a gunfight in my constituency. Since then, not a single arrest has been made and yet it is three years down the line. So, I support anything that reforms the police force so that we can provide policing services that are required by the citizens of this country."
