    "content": "My point of order is on the issue of temporary occupation licenses (TOLs). The question that I have asked is on the land that belongs to Kenya Railways. TOLs can be issued by councils on land that belongs to the council and not that which belongs to anybody else. In this case, the council cannot be said to have issued TOLs to the traders. So, is it in order for the Assistant Minister to talk about TOLs in respect of land that does not belong to the council?"
