    "content": " Mr. Temporary Deputy Speaker, Sir, thank you for giving me the opportunity to make a contribution on this Motion. I want to thank Mr. Pesa for raising this matter and bringing it to the Floor of this House because it is a matter which touches on the welfare of a section of Kenyans; Kenyans who deserve to be accorded their rights. To my understanding, this was a negotiated package amounting to Kshs17.6 billion. During the negotiations, the Government committed itself to paying out this amount. At the time this group of teachers were active employees of the Government, they were entitled to receive this benefit. Some of them retired in between but in my opinion that does not make any difference. An agreement was reached to pay in four installments. The first installment was paid. If the Government had all the funds to pay these teachers at the time, indeed, they would have been paid and there would be no issue to talk about today."
