"content": "Mr. Temporary Deputy Speaker, Sir, I want to say three things. One, in the timetable for the appointment of the Inspector-General, which is a very important office-- - There must never be a delay in that appointment. I want to suggest that the timeline set out needs to be as definite as possible. We define time as the difference between occurrences of two events. For example, when you want to say that the President shall within seven days of receipt of names forwarded under subsection (6) by notice in Kenya Gazette nominate the person for appointment as Inspector-General, there is always some vagueness in the time of receipt. So, I would suggest that an event occurs when Parliament approves something, that must be taken as a definite event, and the President should be compelled to appoint an Inspector-General within seven days of Parliament approving."
