    "content": "Mr. Temporary Deputy Speaker, Sir, secondly, where I come from, the National Police Service is augmented by the Kenya Police Reservists (KPRs). I am made to believe that the KPR may also be found in the urban areas. As the Minister thinks of amendments, he may wish to clarify that there is the KPR and the National Police Service. He should give us another name, because they play two different functions. Where we come from, and in most parts of northern Kenyan, as well as in other places where the state of insecurity is in play on a permanent basis, we need to call them “Homeguards”."
