    "content": "If you look at Clause 95, you will find that the fines and sentences proposed for offenders are really harsh. I think 15 years or 25 years is not practical. As much as we do not agree on torture, imprisoning somebody for those years as proposed in this Bill is on the higher side. Perhaps it would have been better if it was five years or thereabouts so that somebody reforms, comes back and join the nation building exercise. I support the Bill."
