    "content": "On a point of order, Mr. Temporary Deputy Speaker, Sir. These Standing Orders were not meant for nothing. If I read Standing Order No.108, it says: “Not more than one stage of a Bill may be taken at any one sitting, unless by leave of the House.” Who gave the leave? The point I am making is not the issue of whether he has moved or not. In fact, the Question has not been proposed. That is when we can argue that the House is in possession of this Bill. So, hon. Martha Karua and any other Member, including the hon. Member for Turkana Central, is perfectly in order to raise objections."
