"content": "Mr. Speaker, Sir, the Assistant Minister indicated here that the construction of this market started on 10th March, 2011and it was supposed to be completed by September last year. Since that time, the market has only been done 35 per cent. The people who were supposed to use this market for businesses got loans to do business in that market. Right now, they are not able to repay those loans. If this market will not be completed by 15th June, as he has indicated, and I am sure it will not be complete by that time, who will be responsible for reimbursing these women the loans that they had borrowed?"
