    "content": "The other one is the issue of prosecution and investigation. Rarely are those two functions put together. In each of the best practice institutions all over the world, be it in the American system or the British system, from which we have borrowed, prosecution is the work of an independent prosecutorial authority. Investigations are done by a different arm, for the simple reason that you want to have oversight by an independent prosecutorial authority over the decisions and the work of an investigating authority. Rarely do you have those two functions together, because you would then go further and say that you also want an adjudicating authority."
