"content": " Mr. Temporary Deputy Speaker, Sir, I am not giving any examples. I am just saying that people who work in the Executive arm of the Government, their mandate is not to speak on a daily basis so that they can be seen to be working. The output of the work they do will speak for itself. That is why we are saying; let the commissioners be in charge so that we do not have one person making the decision. Where you have a group making a decision, then you are able to enhance accountability. You are able to make sure that a key decision is not made by one person. You will bring accountability, avoid witch-hunt, you avoid Marcathism as one speaker has said and which is being slowly introduced. Mr. Temporary Deputy Speaker, Sir, we should look at the Bill so that we avoid infringing on the Bill of Rights. The fact that investigations are being done does not mean that the Bill of Rights that every citizen in this country enjoys are suspended. So, introduction of provisions like phone tapping by the Commission to listen on individual conversations is totally illegal. It goes against the Bill of Rights where the individual’s privacy is protected."
