    "content": "Mr. Temporary Deputy Speaker, Sir, let me now come to the provisions of the Bill. I am actually happy that the appointment of the Chairman of the Commission and other commissioners will be done competitively and transparently through a panel appointed by the President and there is a set criteria of how to come up with that panel. What I would like to suggest, and I think this will come through a proposal from our Committee, is that we need to start reducing sizes of our commissions. We do not need to have nine commissioners in every Commission. It is expensive and our Committee will propose that we reduce the number to five and have, at least, two on permanent basis, so that we have maybe the Chairman or Vice-Chairman or even all of them, if this House will find it fit, on permanent basis so that they can discharge their duties as we want."
