    "content": "Mr. Temporary Deputy Speaker, Sir, we all know the frustrations we have gone through as a country in terms of horses bolting. We have been coming up and saying that the horses have bolted, but let us close the stable doors. Let us take this opportunity to start inculcating the culture of good citizenship in our children, so that by the time they become voters at the age of 18, they know what kind of leaders they want. We, as leaders, must set the pace. Election will be coming soon. I would like to, hopefully, see that by the time we pass the law, and I do not want to anticipate debate, that money will not be an issue in terms of electoral process. Policy should be the issue, so that we start renewing leadership. Once you have ethical leaders, this will cascade all the way to ethical behaviour at home, school and work place. I hope that sooner than later, we will be coming here with a Bill to repeal the Anti-Corruption and Economic Crimes Act; we do not need it anymore, because we have working institutions."
