    "content": "Thank you, Mr. Temporary Deputy Speaker, Sir. I am rising on a point of order, but I will seek your indulgence to specify it because I was not able to pick it right away. A proviso is such that some of the Committee reports tabled here can be discussed outside the House where we can have public hearings and adopt them. By so doing, we will remove the backlog on the Order Paper of some of those Committee Reports. That particular proviso will make it possible for some of the backlog, especially on the Committee on Agriculture, Livestock and Co-operatives which has six reports completed find their way on the Order Paper. They can be discussed. The Chairs may convene, say, in Murang’a, for instance. The debate will go on and it will carry the same effect as if it is in the same House."
