"content": "Mr. Temporary Deputy Speaker, Sir, the provisions of the Constitution are very clear. Article 221 is very specific that, at least, two months before the end of each financial year, the Cabinet Secretary responsible for finance shall submit to the National Assembly estimates of Revenue and Expenditure of the national Government for the next financial year, to be tabled in the National Assembly. What the Constitution requires the Minister to do without any exemption is to table Estimates of Revenue and Expenditure and not drafts. I would want to seek your ruling and find that the Minister has not complied at all with the requirement of this Constitution. This is because there is nowhere it is acceptable that this House would consider drafts of what the Minister calls “incorporating Estimates of Revenue.” The document that he tabled in this House---"
