What I am saying is that if you actually remove the word “draft,” it actually complies with the Constitution. But this was purely for administrative reasons, so that after consultations, when we make changes – because changes will be there – then we do not have two sets, like what happened. One was pre- budget and the other one after the Budget. So, if you just remove the word “draft”, it actually complies with the Constitution."
