"content": "Mr. Temporary Deputy Speaker, Sir, Free Primary Education (FPE) is the legacy of President Kibaki and at least the Minister for Finance is here. We want to go beyond the emergency solution as witnessed yesterday; that the money had been found at long last. Could the Assistant Minister confirm to us and tell the country why they had to wait for the teachers to strike? Did they have to wait for the publishers to demand for Kshs8 billion in arrears? Did they have to wait for the Kenyan parents and the poor children who went to school because of this FPE? Could the Assistant Minister confirm and put the blame where it belongs; whether it is the Ministry of Finance or the Ministry of Education? Secondly, could he inform the nation on the state of Kshs8 billion arrears the Kenya Publishers Association are demanding from the Government courtesy of FPE?"
