Whereas for many years, Parliament merely played a rubber stamping role to the Executive Budget, which was, sometimes, difficult to comprehend--- It is no longer business as usual, as Members of Parliament, through the powers bestowed upon them by the new Constitution, are playing an increasingly active role in the budget process."
