    "content": "Madam Temporary Deputy Speaker, it is disheartening to note that the Executive Budget continues to sidelines key priority areas, even though the same issues have been raised time and time again in numerous forums. 49 years after Independence, the country is still plagued by food insecurity, unemployment, low quality health care, shortage of teachers, poor infrastructure and rising cases of insecurity. Those, among others, are the key priority areas that urgently require redress, if the country intends to move forward in achieving Vision 2030. Hard times call for hard measures. There can never be enough resources to cater for every single need in every single sector of the economy. The essence of budgeting, therefore, is to efficiently allocate limited resources among the various competing needs, while ensuring that all key priority sectors receive adequate resource allocation."
