    "content": "Hon. Members, before we go to Order No.9, allow me to make the following Communication. Hon. Members, before we proceed to a Division in Order No.9, I wish to take this opportunity to set out the procedure applicable to deliberation on a Motion to extend the period for enactment of particular legislations pursuant to the provisions of Article 261(3) paragraph (b) of the Constitution. Standing Order No.60(2) requires the Speaker to direct the Division to be taken in every instance where the Constitution lays down that a fixed majority is necessary to decide any question such as in this instance. Article 261(2) of the Constitution lays down a fixed majority which states, inter alia, that “despite clause 1, the National Assembly may, by resolution supported by votes of at least two- thirds of all the Members of the National Assembly, extend the period prescribed in respect of any particular matter under clause (1), by a period not exceeding one year”. The procedure for a division is set out at Standing Order Nos.60, 61 and 62. Standing Order No.68(1) further provides that “in every instance where the Constitution lays down that a fixed majority is necessary to decide any question, the House shall not proceed to a division on that question unless and until a number of Members equivalent to such fixed majority is present at the time of directing the division”.
