    "content": "On a point of order, Madam Temporary Deputy Speaker. This House has formal structures, including constitutional offices and constitutional office holders. The one responsible to the House, on behalf of the Government, is known as the Leader of Government Business. Secondly, the one responsible for supervision and co-ordination of Government activities – a function which is entrenched in the Constitution – is not my good friend, the Assistant Minister for Medical Services. This is not an issue of Prof. Anyang’-Nyong’o. It is a function for the Prime Minister of the Republic of Kenya. In the absence of those two, the Assistant Minister has no capacity to comment on the performance of Ministers. That is the point I wanted to make."
