    "content": " Mr. Speaker, Sir, first, may I thank you for giving me this opportunity which otherwise would have been lost. The matter in question arises out of Question No.1041 by hon. Kaino, who is not in the House. This issue was addressed except that we were asked to bring to the House, as a Ministry, the action taken as regards the closure of alcoholic drinking points within a radius of 300 metres of learning institutions as the law stands. I beg to table two documents. One is a letter from my Permanent Secretary to the Permanent Secretary, Ministry of State for Provincial Administration and Internal Security on the matter, requesting that the law be complied with and close down those bars. The second one is a circular to the County Directors of Education on the same matter to ensure that there are no bars whatsoever within 300 metres of schools."
