    "content": "Madam Temporary Deputy Speaker, thank you for giving me this opportunity to add my voice in supporting the Departmental Committee’s report. The Transitional Authority which is established under Section 4 of the Transition to Devolved Government Act is an Authority which is very important to us and particularly to people who felt that devolution will answer all their historical injustices. I feel that this is a body that I respect and it is a body that will carry a huge mandate to facilitate the transitional period and beyond. They have an important mandate that is to determine the resources required for each of the functions that they are going to undertake. Some of the functions that they are supposed to oversee is to facilitate development of budgets for devolved governments during the phase-out of the transitional period. This is a very important and key responsibility and mandate because resource allocation is something that has given this country a problem. It has undermined development of this country and because we will have an authority that will have the face of this country--- Some of the people I know personally who are in this Authority are people I respect. These are people I have worked with; people who have done a lot in this country and I want to take this chance to congratulate them for being nominated. I want to ask them as Kenyans who are responsible, who have been instructed to undertake this very"
