    "content": " Mr. Temporary Deputy Speaker, Sir, may I also on the outset support the report of the Committee and congratulate it for doing an excellent job. Let me also congratulate the new members of this Authority. This Authority as has been said by all the hon. Members and as the law says is very important. I hope that we will facilitate them and that funds exist in the Budget for them to hit the ground running. This Authority is critical if we are going to make any headway with our devolution. Kenyans are waiting to have devolution and this Authority is going to do that."
