    "content": " Mr. Temporary Deputy Speaker, Sir, I do not usually talk for long and so, I will finish in a moment. The Kenyans who have been chosen here are of high regard and competent. At least, I know two of them and they are the cream. One of them was my classmate and he was the cream of the class. I believe they will do an excellent job once they start work. Devolution is probably the most critical thing or the biggest benefit that Kenyans are getting out of this. I would urge the membership of the Authority to take their work seriously to ensure that Kenyans participate in these functions they were given as demanded by the Constitution. With those many remarks, I support the report."
