"content": "Mr. Temporary Deputy Speaker, Sir, I wanted to give the House a brief background on the medical insurance scheme for civil servants and members of the disciplined forces, as explained by various witnesses before the Committee. Prior to January 1, 2012, when the scheme was scheduled to be rolled out, civil servants and disciplined forces in Job Groups âAâ to âTâ were drawing a monthly medical allowance ranging from Kshs375 to Kshs2,490. The Minister of State for Public Service reported to the Committee that civil servants at all levels constantly complained that the monthly medical allowance could not even cover the cost of medical prescriptions or a visit to a moderately priced healthcare facility. In trying to address those concerns, the Government commissioned an actuarial study in 2007/2008. The study recommended conversion of the existing medical benefits for civil servants into a comprehensive insurance scheme.
