Nkaisserry to stand in for the Ministry and answer this Question. Unfortunately, when I came here yesterday, I was told that Members were very annoyed that the Question was not answered. I tried to investigate why the Question was not answered and Maj-Gen.Nkaisserry told me that he was attending a funeral committee meeting in the Office of the President and he forgot to come and answer the Question. On the same breath, the same evening on Tuesday, I was telephoned from Nairobi and told that I was required to escort the Prime Minister of Somalia to make a courtesy call to His Excellency the President. Because I was 600 kilometres away, I asked hon. Musila to escort the Prime Minister on my behalf. That is why he was also not able to answer the Question. In view of this, I humbly request---"
