    "content": "(a) I am aware that the Kenya Secondary Schools Heads Association (KESSHA), whose members are the principals of secondary schools pay a monthly voluntary contribution of Kshs500 to the association towards their welfare, workshops and seminars. These are voluntary contributions by the members through payslip deductions by the Teachers’ Service Commission (TSC) towards their association. In fact, Article 36 of the new Constitution grants freedom to individuals to join or participate in activities of any association of any kind. Since the KESSHA is a duly registered organization by the Attorney-General, any contribution by its members, therefore, does not constitute an illegality."
