Order No.8 reads:- “Presentation of the Financial Statement for the Fiscal Year 2012/2013 pursuant to Standing Order 148(1) and (2).” If I check the Standing Order No.148 (1) and (2) it says:- (1) Unless the House otherwise orders, the debate on the financial statement on the Annual Estimates shall take precedence over all other business, and until disposed of shall be set down each day as the first business of that day."
