    "content": "Thank you Mr. Speaker, Sir. The chart that the Assistant Minister has given shows that in 2008/2009, there was Kshs23.3 million and, in the following year, it was Kshs23.9 million. The next year was Kshs14.4. This year, we have Kshs6.7 million. However, when you look at the budget figures that the Assistant Minister has been reading here, you will see that the figure has been going up. So, the question is: Why has the Government found it necessary to reduce this figure and yet, the national budget has been going up? This is a very essential area if we are to develop this country and achieve Vision 2030 ?"
