    "content": "Mr. Deputy Speaker, Sir, this is one of the few cases where lower cadre staff in the Civil Service are victimised by their bosses, who then turn to the PSC because they know that the channel of redress is very long. I believe the Minister is aware that this fellow was in the Union of Kenya Civil Servants (UKCS), and tha he did not desert duty. He was on duty as a union representative. So, I would like him to tell this House whether he is aware that Benson Ambuni was one of the officials of the union representing civil servants, and that he was out of his work station, taking care of the welfare of fellow civil servants, which they are calling “desertion”."
