    "content": "Mr. Temporary Deputy Speaker, Sir, it is true and it is proper that we have passed those specific recommendations from the Committee and I want again once to remind the Government to read properly the Constitution in particular, for example, Part II on the allocation of duties to the county governments. I think it is Chapter 11 of the Constitution. It says:- “Part of the functions of the county is ensuring and coordinating the participation of communities and locations in Government at the local level and assisting communities and locations to develop their administrative capacity for the effective exercise of the functions and powers and participation in governance at the local level.” Mr. Temporary Deputy Speaker, Sir, no such function is given to the Central Government. Let the Attorney-General advice the President properly from now henceforth."
