    "content": "Now, turning to the other issues that were raised by hon. Mbadi; that the county governments require to be informed by the National Government on loans and guarantees, again, it is Parliament that will be setting the national ceiling. From there, that ceiling will refer to both county governments and National Government and, therefore, it is Parliament that will set these ceilings as per Section 50(2). But concerning loans and guarantees, the Bill rightly says that this is the responsibility of the National Government because, at the end of the day, it is one country and one Government. When other countries are dealing with Kenya, they will not be dealing, say, with the county of Nairobi, Machakos or whichever else; they will be dealing with the sovereign Republic of Kenya. So, it is important that the loans and guarantees be the responsibilities of the National Government. Again, if you are issuing a sovereign guarantee, it is the country that will issue it, not the individual counties."
